"Plan national d'attribution des bandes de fréquences radioélectriques" (national plan for allocating radio frequency bands), 32 pages in French (approved in April 2006). This says the 2400-2483.5 MHz band is for non-specific portable short-range apparatuses conforming to ERC/DEC(01)05, and for RLANs, alarms and motion detectors conforming to ERC/REC 70-03. Since ERC/REC 70-03 says "For Short Range Devices individual licenses are normally not required," and no RLAN license is mentioned on any ART&P web page, it is likely that WiFi is license exempt now in Togo.
An earlier report by Michael Best in the ITU's Trends in Telecommunication Reform 2003 (page 114) said Wi-fi was approved in Togo "for use by ISPs." This is supported by ART&P's annual report for 2004, which listed just 5 authorized WiFi systems.
